Meeting with Kenya on a sufficient pool of skilled labour

Parliamentary State Secretary Katja Mast and Principal Secretary from the Kenyan State Department for Labour and Skills Development, Shadrack Mwadime.

On 4 July 2025, Parliamentary State Secretary Katja Mast welcomed Principal Secretary Shadrack Mwadime from the Kenyan State Department for Labour and Skills Development for talks at the Federal Ministry of Labour and Social Affairs in Berlin.

The visit was part of a number of visits organised by the Carl Duisberg Society on skilled immigration and labour migration. This is the reason why Principal Secretary Mwadime and his delegation are visiting Germany.

The talks focussed on skilled labour and the implementation of the Migration and Mobility Partnership Agreement between Germany and Kenya, which was signed in Berlin on 13 September 2024 and entered into force on 18 October 2024.

Parliamentary State Secretary Katja Mast stated We are already seeing the first positive effects of the migration agreement – especially with regard to the increasing numbers of employment-related visa. Our cooperation will develop step-by-step and improve further.

The Agreement also covers the labour mobility of skilled workers from Kenya to Germany and is intended to increase the immigration of skilled workers. Principal Secretary Mwadime provided insights into the qualifications of Kenyan skilled workers and their potential for integration into the German labour market.

Successful migration of Kenyan nationals to the Germany labour market requires careful preparation – and this is the point on which we must now continue to work together, said Katja Mast.

The visit also included an expert dialogue with the delegation from Kenya. A priority of the expert talks was the modernisation of the German Skilled Immigration Act, which has entered into force step-by-step since November 2023. The Act creates the legal conditions for simplifying the skilled migration of non-EU nationals to Germany, serving as an essential element for Germany’s international recruitment of skilled labour.
