On 8 April 2014, the cabinet adopted Germany’s National Youth Guarantee Implementing Plan. The Recommendation on establishing a Youth Guarantee in the Member States follows a decision of the Employment, Social Affairs, Health and Consumer Affairs Council of April 2013. Its focus is the Council’s central recommendation to the member states to ensure that all young people up to age 25 receive a quality offer of a job, continued education, an apprenticeship or a traineeship within four months of leaving formal education or becoming unemployed. The youth Guarantee is to strengthen youth employment in Europe.
With the adoption of the National Implementing Plan, the Federal Government presented a plan to meet its responsibility for a tailored implementation of the youth guarantee.
